solutions

Firstly,

rm -rf $LFS/tools
rm -rf /tools
mdkir -pv $LFS/tools
ln -sv $LFS/tools /

Secondly,

chown -v lfs $LFS/tools

Finally,

su - lfs
cd $LFS/source
tar xxx

it works!!!
